The Standing Committee on Administration and Services of the National Assembly (AN) is making progress in designing a tabulator to regulate parking fees in the country, said the second vice-president of this parliamentary body, deputy José Gregorio Correa.

He announced that new supervisory modalities are also planned to be implemented to curb the indiscriminate collection of flat rates and the illegal privatization of public spaces.

He reported that users are being forced to pay up to six and eight dollars for a short parking service.

He also described as bloodshed the arbitrary fines imposed by these establishments for the loss of the ticket, which ranges up to 40 dollars.

When breaking down the scope of the tabulator, Correa specified that the “Type A Tariff” will be applied in Caracas, Miranda, La Guaira, Aragua, Carabobo, Zulia, Nueva Esparta, Bolívar and Lara.

The proposed pricing scheme for these regions contemplates a value of two dollars for one hour, four dollars up to two hours, a day cap of five dollars starting from the third hour onwards, and a fixed rate of 10 dollars for overnight service.

The deputy recalled that there are current regulations of the Deconcentrated Service for Standardization, Quality, Metrology and Technical Regulations (SENCAMER), such as the use of technological lighting systems to guide the driver, which are currently ignored by third-party companies that manage about 70% of these facilities.

Correa warned of irregular behavior detected in parking lots intended for guarding and guarding vehicles linked to investigations or accidents. He indicated that rates in these places range between 60 and 80 dollars a day, causing debts that exceed the real value of cars.

He also reproached the “competition against the clock” maintained by certain municipal cranes to tow vehicles for the sole purpose of profiting through shared percentages, going so far as to indiscriminately sanction citizens parked in the vicinity of health centers and clinics in emergency situations.

He specified that the definitive solution to this service conflict will not result in the creation of a new law, but rather in an institutional call for mandatory compliance under the protection of constitutional norms.

Another problem evaluated by the technical committee of the AN is the proliferation of people who privatize the streets of the country's main cities through the informal collection of fees under the guise of “well-kept”.

The deputy gave as an example critical areas of Caracas that go from El Rosal and Sabana Grande, to the axis that connects La Hoyada with the corner of Pajaritos.

He categorically clarified that the intention of the Parliament is not to criminalize the informal work of these citizens, but to coordinate efforts with municipal authorities and police forces to restore order and avoid extortive charges in State spaces.
