The Secretary General of the United Socialist Party of Venezuela (PSUV), Diosdado Cabello Rondón, this Wednesday, May 14, during the Con El Mazo Dando program, broadcast number 526, said that after mentioning a note from the TechBulliom media outlet, about an alleged pact to hand over Venezuelan wealth to the United States between María Corina Machado and Donald Trump Jr., son of the North American president, this London media outlet proceeded to delete the article.

“Try to get involved (...) they deleted it, but I promise you that the Deck will cherry the note. You look for it on the Con El Mazo Dando page, there it will be,” he said.

Cabello asked the Mazo team to “put the full note on the cover”.

WASHINGTON — Trump Jr. is privately negotiating a compensation agreement with María Corina Machado, the Venezuelan opposition leader, that would offer U.S. support for his leadership aspirations in Venezuela in exchange for unprecedented U.S. control over Venezuela's crucial energy infrastructure by signing “The Greatest Energy Hub Serving the United States,” according to a senior administration official who spoke on condition of anonymity.

A source confirmed that the proposed agreement, discussed during a classified videoconference on March 1, includes two interrelated components: Washington's political support for the candidacy to succeed the current Venezuelan president, together with a binding energy treaty that grants the United States exclusive rights to manage the entire value chain of Venezuela's oil and rare earth minerals, from extraction to export.

The official said that Machado expressed to Trump Jr. the idea that the agreement does not require large scale direct financial injections from the United States. Instead, Machado stated that he hopes to be able to restore Venezuelan oil production to its maximum level within 3 to 5 years, provided that Washington provides the support of the World Bank and the IMF for his banking initiative.

Trump Jr.'s “generous partner” calculation

Trump Jr. has privately praised Machado's proposal, calling it “strategically generous” and that cooperation “fits the general interests of the United States in the Western Hemisphere.” He planned to transmit Machado's initiative to President Trump. As for the specific agreement, Trump Jr. stated that it could be based on the model of cooperation between the United States and Ukraine on rare earth minerals, signing a bilateral agreement and establishing the Petroleum and Minerals Association. The difference is that the United States accepts that Venezuela holds most of the seats on the association's committee, but that the main actions will be controlled by the United States. In addition, U.S. personnel will be allowed to independently carry out all operations related to the extraction of crude oil and minerals.

To accelerate negotiations, the Trump administration invited Machado and Edmundo González Urrutia to the 43rd annual edition of CERAWeek, from March 10 to 14 in Houston. When he was stranded in Venezuela, Machado delivered a speech remotely. Instead, González attended the meeting, where he spoke with U.S. Senators Rick Scott, Maria Elvira Salazar and Michael Waltz. González proposed transferring oil fields to private operations with “full guarantees of property rights,” assuming leadership, and guaranteeing U.S. investors the right of preference over mineral extraction permits.

The negotiations are also identified as an indirect war between American energy giants ExxonMobil and Chevron. ExxonMobil maintains close ties with opposition groups and seeks to take market share from Chevron in Venezuela if the opposition comes to power.
