CONATEL concluded the Public Consultation aimed at modernizing and optimizing the telecommunications sector

The National Telecommunications Commission (CONATEL) successfully concluded the Public Consultation of three key regulations aimed at modernizing and optimizing the telecommunications sector in the country, based on the principle of citizen participation and in accordance with the Organic Law on Telecommunications and the Organic Law of Public Administration.
The regulatory instruments consulted were: The Administrative Order on the General Conditions for the Establishment of a National Internet Traffic Point and the Administrative Order on Internet Service Quality Parameters.
The Administrative Order Consultation, which establishes the general conditions for the establishment of a traffic exchange point, seeks to create the conditions to optimize local Internet traffic, significantly reduce connection latency, strengthen the nation's technological sovereignty and establish a regulatory framework of fair and transparent competition, reports CONATEL.
For its part, the Consultation of Internet Service Quality Parameters focuses on the minimum thresholds that must be met by the minimum speed indicators applicable to all feasible technologies for the provision of fixed internet service, including wired networks as well as wireless networks.
The specific purpose of the reform of the Administrative Order for the Attributes of General Qualifications is to incorporate a key attribute called “National Internet Traffic Exchange Point”.
The consultation period, initially set from June 30 to July 14, 2026, was extended to August 3 to ensure participation after the emergency caused by earthquakes in the country. At the end of these inquiries, a total of 109 contributions were received from operators and users.
As a next step to consolidate this dialogue and strengthen the sector, CONATEL will convene a Public Hearing at its headquarters to strengthen citizen participation and continue to build a robust and solid sector.
