During the seventh meeting of the Standing Committee on Families, Freedom of Religion and Worship of the National Assembly, the presentation of proposals for the drafting of the Family Code continued.
The presentation was given by the parliamentarian María Adriana Méndez, who explained that the conventions and treaties of the United Nations (UN) and The Hague are taken into account for the design of this code. “I mention them because we must study them,” he urged.
Méndez also called for adding to the Family Code that the reform of the Breastfeeding Act and the judgments of the Civil Code (which will be completed in the month of May to go to the second discussion in Parliament) is being built.
Likewise, the parliamentarian proposed to include, as something paramount, the protection of children and adolescents. “That should be in the Code, not just in the LOPNNA,” he said.
In the same way, he urged the revision of regulations of SAIME, the National Electoral Council, among other bodies, related to the protection of families.
For her part, Deputy Belkis Gómez stressed that the Methodological Instrument for the Codification of Laws for the Protection of the Family can be “an essential tool for the elaboration of the Family Code.”
On the other hand, Deputy Alfonso Campos pointed out that it is necessary to be extremely careful with the laws and regulations being revised, since many are linked to the Constitution of Venezuela. “I suggest making a proposal based on the family codes of other Latin American countries,” he exclaimed.
The president of the commission, Deputy Jorge Arreaza, insisted that at the next meeting there must be a structure to be able to download the revised document and start designing the code.
Legislator María Rosa Jiménez explained that debates, forums and other activities are being scheduled to receive proposals from communities, always within the Magna Carta, she clarified. He added that the code must address the daily life and reality of the Venezuelan family.
Anyer Henríquez, also a member of the commission, said that the code, in fact, must be “grounded” in the reality of Venezuelans and make a consultation to have “a reflective dialogue”. For this reason, he proposed regional tours, digital forums, deployments, among other actions.
After the interventions, Arreaza asked to organize the surveys and all the activities necessary to receive inputs, “because, in addition, Venezuelan families and Venezuelan society must be in permanent connection because we can fall behind the institutions and families go at their own pace, their pace is different, even depending on historical moments.”
He concluded: “There are accelerating rhythms (in families), others are neutral, and in some cases there is a decline in values in general. So, you have to be very in touch with them.”
During the meeting of this Commission, the president of the parliamentary body of Families, Jorge Arreaza, stated that the deputies have been accompanying the Great National Pilgrimage, promoted by the president in charge Delcy Rodríguez, for the elimination of sanctions.
“It is important to note that this is a cry from the whole town. There are hikes, there are cultural activities. It's important that we all join,” added the parliamentarian, while stressing that sanctions have affected the most vulnerable sectors, “that's why it's important for the people to join, because this is a national call,” he reiterated.
