In a statement, the Group of Friends in Defense of the Charter of the United Nations expressed concern about the continuing escalation of tensions in the Caribbean region, as reflected in the increased military concentration of U.S. naval and air resources in the region.

The letter published on Foreign Minister Yván Gil's Telegram channel points out that the members of this Group observe with serious concern the recent disclosure of a classified memorandum from the Department of Justice of the United States of America, on November 14, 2025, which seeks to create a legal pretext for carrying out military aggression against the Bolivarian Republic of Venezuela, falsely framing fentanyl as a “potential chemical weapons threat”.

The Group of Friends in Defense of the Charter of the United Nations expresses its deepest concern about the continuing escalation of tensions in the Caribbean region, as reflected in the increased military concentration of U.S. naval and air resources in the region, which now includes, in addition to nuclear-capable assets and more than 15,000 soldiers, the presence of the world's largest aircraft carrier , the USS Gerald R. Ford and its associated attack group, within the framework of what has now been referred to as “Operation Spear” of the South”; a military deployment that encompasses a joint force that had not been seen in the region since the invasion of Panama in 1989.

2. The Member States of the Group of Friends in Defense of the Charter of the United Nations point out that these aggressive actions, together with the “military exercises” under way a few kilometers from the Republic. Bolivarian Venezuela, in which the United States Marine Corps participates, specifically an expeditionary unit used only to carry out attacks in foreign countries, represents a severe and provocative escalation in the already alarming accumulation and hostile maneuvers of U.S. military power in Latin America and the Caribbean, particularly since mid-August 2025; that is, in a region that already houses more than 76 U.S. military bases.

3. The Group of Friends in Defense of the Charter of the United Nations recalls that, despite the statement made by the Secretary of State of the United States of America, Marco Rubio, on November 13, 2025, that the government of the United States of America unilaterally determines what international law is, based on its own interests, the threat of the use of force is expressly prohibited by Article 2.4 of the Charter of the United Nations. In this context, we observe that the combination of a massive military deployment, combined with explicit threats and the fabrication of legal pretexts, through lies and disinformation, creates an environment of coercion and intimidation, which, in itself, constitutes both a clear violation of the very letter and spirit of the United Nations Charter and a flagrant threat to regional and international peace and security.

4. The Member States of the Group of Friends in Defense of the Charter of the United Nations condemn in the strongest terms the threats of the highest levels of the government of the United States of America against the Bolivarian Republic of Venezuela, including against its Head of State and Government, who have now officially authorized the Central Intelligence Agency (CIA) to formally carry out, since October 15, 2025, lethal operations in Latin America and the Caribbean, as well as the attempts to justify any possible attack against the Bolivarian Republic of Venezuela as part of its unilateral participation in a so-called “ non-international armed conflict and its ignorance of the Venezuelan State and its legitimate and constitutional authorities, which it has illegally designated as a “foreign terrorist organization”.

5. The Group of Friends in Defense of the Charter of the United Nations also notes with serious concern the recent disclosure of a classified memorandum issued by the Department of Justice of the United States of America, on November 14, 2025, which seeks to create a legal pretext for carrying out military aggression against the Bolivarian Republic of Venezuela, falsely framing fentanyl as a “potential chemical weapons threat”. This cynical manipulation, designed to justify the unilateral use of force, under the false flag of the fight against proliferation, is a stark and dangerous echo of the fabricated narratives that were used to justify past wars of aggression, such as the non-existent weapons of mass destruction in Iraq. The attempt to impose on Venezuela a narrative of the threat of chemical weapons, of which there is no evidence, constitutes a deliberate fabrication of a conflict and a clear sign of hostile intent.

6. The Member States of the Group of Friends in Defense of the Charter of the United Nations reiterate their unwavering solidarity with the People and Government of the Bolivarian Republic of Venezuela, a founding member of our group, with whom they stand firm in the face of these acts of intimidation and disinformation, while reaffirming the inalienable right of the Venezuelan people to freely determine their own political, economic and social system, free from external interference, subversion, coercion or threat of military aggression.
