The president of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, in an interview with journalist Ignacio Ramonet, highlighted the consolidation of the communal state as the Bolivarian response to the exhaustion of Western liberal democracy.

“Faced with minority democracies subject to large consortia and the manipulation of social networks, Venezuela has promoted a model of direct and leading democracy born from the vision of Commander Hugo Chávez in The Blue Book,” said the national president.

He added that this system allows ordinary citizens to exercise political and economic power on a daily basis, deciding directly on the National Budget and the priorities of their environment through Community Councils and Communes.

The Head of State emphasized that during the year 2025, four quarterly national consultations were held, achieving the approval and funding of 33,000 popular projects. With an investment of more than 330 million dollars from the collection of 14 economic engines and international sales, the Venezuelan people have built and rehabilitated outpatient clinics, schools, high schools and roads under a self-management scheme. “It is not approved by a mayor, a minister or the president; the people approve it with their vote,” the Bolivarian leader said, stressing that this methodology guarantees an efficient solution to the real problems of the community.

He reaffirmed that his role as president is that of an interpreter of Popular Power, assuring that Venezuela is proud to build an alternative policy where the People have total power. The tour of his hometown served to remind us that the Bolivarian Revolution has deep roots in humble people, consolidating a project that, more than a man, represents an entire Republic in the full exercise of its sovereignty.

On the other hand, the Head of State highlighted the robustness of the country's Participatory Democratic System, reporting the existence of 49,000 communal councils and 4,100 fully constituted communes. He explained that, in order to optimize the management of quarterly popular consultations, the nation has organized itself into 5,336 communal circuits that cover the entire national territory, from urban areas to the most remote hamlets.

He stressed that this is an unprecedented model of self-management, with a strictly Venezuelan root, where 70% of grassroots leadership lies with women, which consolidates a structure of National Power that guarantees Sovereignty from the territory.
