The popular assemblies for the nomination of projects for the IV National Popular Consultation on November 23 are the example of true direct, participatory and leading democracy, said the sectoral vice-president for Social and Territorial Socialism, Héctor Rodríguez.
“This is true direct, participatory and leading democracy; it is the power that the popular organization has to make decisions and carry out works in its territory, according to its real priorities,” he published on his Telegram channel.
Rodríguez, according to a press release, has reiterated on several occasions that it is each community that has to decide where public resources are executed and that is why the Government of President Nicolás Maduro promotes this new management method with the leadership of organized citizens.
“Taking decision-making power away from the bureaucracy and giving it to people who really know their problems is the goal,” said the vice president recently during a visit to Ezequiel Zamora's Forging the Dreams Popular Community Government Room, in the Coche parish of Caracas.
For him, democracy “is not just voting for office every so often”, but “it is deciding throughout the cycle of public policy”, which -he believes- results in greater efficiency, transparency and effectiveness in solving community problems “because the people are being allowed to participate”.
The National Popular Consultation is a mechanism by which organized communities propose and choose, among their priorities, projects that then receive resources from the State for their own execution. According to the electoral schedule, nomination meetings are being held this weekend in 5,336 communal circuits and communes across the country.
