IDENNA guides actions to process travel permits for children and adolescents

In order to guarantee the comprehensive protection and rights of children and adolescents during the holidays, the National Council for the Rights of Children and Adolescents (IDENNA) advises the Venezuelan population with the requirements that must be taken into account to facilitate their transfer within or outside the country.

IDENNA recommends that if the boy, girl and/or adolescent travels with both parents, no additional authorization is required, however, if they are traveling in a company of third parties or traveling alone, a series of steps must be taken that vary if they are inside or outside the country.

For travel within the country, a permit must be managed through the Council for the Protection of Children and Adolescents, or the Public Notary Office. To do this, an original and a copy of the birth certificate of the child or adolescent must be submitted. If you are over 9 years old, you must also present a copy of your identity card.

In addition, a copy of the identity card of the father or mother exercising parental authority; of the guardian or legal representative and a copy of the public service, proof of residence or RIF certifying as place of residence the municipality in which the procedure is being carried out must be submitted. In addition, in cases of guardianship or legal representation, the authorizer must submit a certified copy of the court decision declaring Family Placement, guardianship.

Children and adolescents may travel abroad in the company of both parents, without requiring additional authorization. However, if you are traveling alone or with a third party, you must go to the Council for the Protection of Children and Adolescents or to the Notary Public.

If you are traveling accompanied by one of your parents and the other parent called to give your authorization is absent, you must go to the Court for the Protection of Children and Adolescents.

Before the above-mentioned instances, the following requirements must be submitted:

a. Original and copy of the birth certificate of the child or adolescent who will be taking the trip.

b. If you are over 9 years old, you must present a copy of the identity card of the child or adolescent.

c. Copy of the child's or adolescent's current passport.

d. Copy of the identity card of the authorizing father and mother.

Parental Power or Unilateral Exercise of Parental Authority

a. In cases of deprivation of parental authority or unilateral exercise of parental authority, you must submit a certified copy of the court ruling declaring it valid for no more than three months.

b. In Guardianship cases, you must submit a certified copy of the court decision.

c. In those cases of a deceased parent, you must submit a certified copy of the death certificate.

Travel accompanied by a third party

a. In those cases where the boy, girl or adolescent is traveling accompanied by a third party, they must provide a copy of the identity card and the current passport of the companion.

b. Passport-size photo of the boy, girl or adolescent and the companion.

c. Simple copy of air, land or sea tickets, with an indication of the complete itinerary, indicating the destination, dates of departure and return to the country.

d. Simple copy of a public service receipt, or proof of residence or RIF certifying that you reside in the municipality where you are carrying out the procedure.
