Minister Nuramy Gutiérrez: Rapid Health Response Fund activated to strengthen hospitals in the country

The Ministry of Popular Power for Health (MPPS), activated this Wednesday, April 15, the Rapid Health Response Fund (FRESA), in the context of the Plan for Health and Life 2026 under the management of the President in charge of the Republic, Delcy Rodríguez, aimed at optimizing the National Hospital Network, through the recovery of the operational capacity of hospitals.
This was reported by the Minister of Popular Power for Health, Nuramy Gutiérrez, in a publication on the website of this ministerial body, in which she explained that this program is aimed at directors and directors of hospitals throughout the country, who wish to formulate a project funded by the MPPS to restore some service of the health center they run, which depends on some equipment, hiring personnel or carrying out a small infrastructure project, to be financed by directly by the Venezuelan State.
The minister explained that it is a platform available on the MPPS website, in which hospital directors are pre-loaded as applicants and will be able to access the system with their ID number, so they will receive an access code (OTP) on their mobile phone to upload the projects they wish to apply.
The program focuses its action on Type II, III and IV Hospitals, as well as establishments attached to the Venezuelan Social Security Institute (IVSS) and the Social Welfare and Welfare Institute for the staff of the Ministry of Education (IPASME).
Through this fund, the State guarantees the full operation of medical services with an investment of economic resources in a short period of time. The primary focus includes improvements in infrastructure, provision of medical equipment, provision of special supplies and the incorporation of specialized personnel to ensure a positive social impact.
Speaking to the social media, Minister Nuramy Gutiérrez pointed out that this mechanism will be coordinated by the director of the Barrio Adentro Mission Foundation, Nelly Molina and the president of Social Security, Carlos Alvarado. In addition, the operation of the fund will be managed through the Barrio Adentro Mission Foundation.
Under this modality, health centers access funding for projects that achieve the complete restoration of a service with just 20% of the total investment required. This model of administrative efficiency allows hospitals to recover their care capacities in an expeditious and transparent manner.
This competition for hospital projects is valid for three months starting this April 15, when its launch was made official. According to the publication on the web, the Rapid Health Response Fund, “seeks to increase the decision-making capacity of hospitals to guarantee timely, effective, free and humane comprehensive care for the Venezuelan population.”
