National Assembly approved the Capital District Tax System Act

The National Assembly (AN) approved in the second discussion the Capital District Tax System Bill, which promotes and strengthens the generation of income owned by the capital city to meet the needs of the population.

During the regular session held at the Federal Legislative Palace, the second vice-president of the National Parliament, Deputy América Pérez, said that it will be sent to the Executive for enactment.

The purpose of the bill is to regulate the creation, organization, collection, control, oversight, inspection, verification, safeguarding and administration of tax stamps, the 1×1000 tax, taxes, royalties and fees derived from activities related to non-metallic minerals not reserved for the National Government.

Among the articles contemplated by law, it is established that any person who modifies, falsifies, adulterates, reproduces or fraudulently uses the electronic tax stamp, will be punished with a fine of up to 500 percent of the amount of the corresponding tax, in addition to being disqualified from carrying out procedures before the entities of the Capital District for a period of up to 3 years.

In addition, it is expected that the head or head of Government of the Capital District may exempt the partial or total amount of the tax, by means of a motivated act, taking into account the characteristics of the industry or company, as well as the social purpose, economic or emergency situation.

The law states that, by legal mandate and for the sole purpose of paying taxes, taxable persons send in writing to the tax administration of the Capital District, documents and acts that the laws expressly declare exempt from the use of stamped paper, stamps or stamps, especially those relating to the application of justice, documents that are processed and received from organizations based on popular power, missions, great missions and State social programs, in the event of exceptions provided for in national legislation.

On another point, the Plenary authorized lawyer Guillermo Blanco Vásquez, director of the National School of the Judiciary of the Supreme Court of Justice (TSJ) of the Bolivarian Republic of Venezuela, to accept the Carlos J. Finla Order award, which was granted to him by the Ministry of Science, Technology and Environment of the Republic of Cuba.

The application was submitted by Deputy Carolina García, who explained that this distinction is conferred by the Council of State of Cuba to national and foreign personalities, and to scientific groups, for their merits and contributions to the socio-economic development of that nation.
