This Monday, February 03, the president of
Bolivia, Luis Arce, reaffirmed his rejection of the measures implemented by the
United States on the issue of migration, in which people have been treated in a disrespectful manner by being deported,
chained and handcuffed.
“From the Bolivarian Alliance for the Peoples
of our America, we must reject these measures and demand
respectful and fair treatment (...) we must guarantee decent treatment to every person on
the move, protecting their human rights and those of their families,” he said,
reaffirming that the issue of migration cannot be criminalized.
In this regard, within the framework of the meeting
of the XII Extraordinary Summit of ALBA-TCP, he indicated that as an organization they should
promote a projector for the United Nations to declare migration as a Human
Right, since this has been a process inherent in human history.
“We cannot admit these violations of
migrants' rights, every country has the right to define its
migration policy, but none can ignore the treaties of international agreements
that regulate human mobility and protect the safety and dignity of
migrants,” he said, referring to US actions.
He emphasized that, since Bolivia, “we are not opposed to security
policies that ignore the human right to free movement
recognized in the universal declaration of Human Rights, the world
cannot be only a space in which capital, but also human beings, circulate freely.
We condemn the spread of hate speech and xenophobia
against those who have contributed to economic and social development in many countries.”
At the same time, he specified his country's support for Cuba's
protest over the US announcement to convert the
illegally occupied territory of the Guantánamo naval base into a detention center for illegal migrants.
“We are free and sovereign peoples, we will not allow them to treat our compatriots as criminals, we demand dignified
and humane treatment,”
he said.
On the other hand, he referred to new technologies and specified the importance of creating an Artificial Intelligence Research Center from the ALBA-TCP, with the objective of “directing them towards the positive that a country should have, which is the construction of productivity, of scientific, technological and interscientific and intercultural knowledge, thus promoting everything that is required in our countries to incorporate science and technology into the service of the human being, at the service of production at the service of improving the quality of life and moving us towards living well”.
