Presidential Commission calls on intellectuals to build a new paradigm in public management

The head of the Presidential Commission for the Restructuring and Reengineering of the Government, Héctor Rodríguez, urged the country's intellectuals to “assume a leading role” in designing a new model of government management, in order to incorporate academic and technical knowledge in the renewal of the state apparatus.
In a publication on the Telegram channel of the Sectorial Vice Presidency for Social and Territorial Socialism, it is detailed that during the meeting, Rodríguez formally proposed the creation of a permanent working table with national deployment.
This space will use pedagogy to disseminate the objectives of the commission and will serve as a center for receiving proposals that will nourish the final report of recommendations for the Executive.
“For this task of presenting a proposal for the reorganization of the national government, we need, among other things, to systematize existing research on the subject and open a dialogue with all social actors, so that they can tell us what they think this process should be like,” he said, while evaluating contributions from knowledge spaces.
The day of debate included the intervention of Professor Yadira Córdoba, who stated that structural reforms should not be considered as a task with an expiration date. Due to the complexity of state dynamics, the academic suggested approaching reengineering as a continuous and adaptive process.
Córdoba emphasized that institutional decisions must respond directly to the international and national context. “It is not possible to carry out a reengineering behind the historical moment; the work must be designed to effectively face the conjuncture and continue to build collectively,” he said.
For her part, historian Noemí Frías associated the success of changes in public administration with the strengthening of the country's educational bases. In his opinion, radical transformations must take place closely linked to the areas of education and culture in order to have a positive impact on citizen consciousness.
Frías also reflected on the population's demands in terms of administrative efficiency and neatness. “We must learn to listen. The People demand transparency, knowing where resources are distributed and receiving decent care,” he said. He also pointed out the need to overcome bureaucratic vices and the hegemony of power.
The activation of these debates responds to the guidelines drawn by the National Executive for the optimization of the State. On May 26, the President in charge of the Republic, Delcy Rodríguez, made official the creation of this Restructuring Commission with the purpose of adapting ministries and institutions “to the new reality of Venezuela”.
