Review and reengineering process evaluated in Community and Communal Circuits

This week, the first national meeting of the heads of state departments of the Ministry of Popular Power for Communes, Social Movements and Urban Agriculture took place successfully , with the objective of carrying out an exhaustive process of reviewing and reengineering the Community Circuits and the Communes.

In this sense, it seeks to strengthen the operating systems of these fundamental instances based on strategic information that leads to good planning, decision-making, monitoring and assertive control in order to control any early warning within the Community Circuits and the Communes.


This working day took place during the ministerial headquarters, with the participation of more than 30 heads of situation rooms from the 24 states - including Guiana Essequiba - nationals and affiliated entities.

In this regard, Sandino Marcano, director general of the Strategic Office for Monitoring and Evaluation of Public Policies, explained that it is part of the process requested by President Nicolás Maduro to improve the mechanisms for monitoring and controlling government management, as well as the reengineering of Community Circuits and the revision of Communes as fundamental spaces in this new phase of the Revolution for the territorialization of the State and its public policies .

“We have gone through a process of reviewing the working method and the operating system of this room, of how to strengthen it for the development of the work, so we have a workshop by Rafael Torres, general manager of the National Institute of Statistics (INE), on the importance of managing information, data, indicators for strategic planning processes, decision-making, generating agreements, from which the INE will give them technical training to all room equipment in the states,” Marcano said.

He indicated that they generated an articulated work that allows the mapping of all the Communes and Communal Circuits and to make available the census nodes of the Ministry for Planning and the INE, in order to capture information from communal territories and thus strengthen the national statistical and biographical system of the information that emerges from the exercise of communal governance.

The director of Public Policies added that they also reviewed, with the technical teams of each of the circuits, the development and monitoring of the two editions of the national popular consultations that were held throughout the country, including the participation of native peoples through the constitution of the Indigenous Circuits. “They generated a process of reflection on the follow-up of popular consultations and their different projects, the necessary support plan from national teams to state teams.”

For his part, José Luis Parra, head of the Unified Room in the state of Bolívar, stated that they received an induction to apply what is the reengineering of existing Community Circuits and Communes throughout the country, “seeking that the functioning that is articulated in the unified room is replicated in the territory where our spokespersons and spokespersons of Community Councils converge, in terms of the instrument, survey of successful projects and evaluation of emblematic communes”.

He stated that the purpose is to inform and keep information active within the Observatory where a large number of Community Councils and institutions converge, which are developing projects that do with Popular Power in the territory.

Likewise, Lisbeth Molina, responsible for the Unified Hall of Barinas State, said that they met to reorganize all the Electoral Circuits of each state in order to centralize all the Communes and the Community Circuits.
