The Russian Federation expressed concern about the approval of resolution 2793 of the United Nations Security Council, which transforms the Multinational Security Support Mission in Haiti into a so-called Gang Repression Force, and warned that such a measure could be used as a precedent or justification for possible similar actions in other countries in the region, such as Venezuela.

Russia, China and Pakistan chose to abstain, arguing that the text lacks clarity and presents worrying gaps, Telesur detailed in the document.

In this regard, the spokeswoman for the Ministry of Foreign Affairs, Maria Zakharova, explained that Moscow decided not to block the initiative due to the requests of the Haitian government itself and neighboring countries, which fear a worsening of the humanitarian crisis.

Zakharova warned that the resolution gives the new forces a status “practically independent of national and international control”, with an “almost unlimited” mandate to use force against any person or group that the United States and its allies classify as “gangs”. The diplomat described this point as “extremely worrying” and warned of the risks of covert intervention under the UN umbrella.

He reported that Washington disseminated unfounded insinuations that link alleged Venezuelan cartels to Haitian criminal gangs.

Moscow believes that such accusations lack evidence and constitute a maneuver to justify future illegal operations against a sovereign State, taking advantage of a possible mandate from the Security Council.
