SENIAT temporarily suspends sanctions against businesses for failure to display the printed RIF

As part of the plan to modernize the Venezuelan tax system and reduce bureaucratic obstacles, the superintendent of the National Integrated Customs and Tax Administration Service (SENIAT), Román Maniglia, announced this Friday, July 31, the start of a comprehensive plan for simplification, digitalization and automation of procedures.

As a first concrete measure, Maniglia expressly instructed the National Tax Office and all national supervisory personnel that no SENIAT official may require the “display in a visible place” of the Single Register of Tax Information (RIF) or any other digitized document that already resides in the agency's databases.

Consequently, it is totally prohibited to sanction or fine taxpayers for this reason. The measure was established in circular SNAT/2026/4610, dated July 30, 2026.

In this regard, in the statement, SENIAT indicated that, temporarily, officials should refrain from reviewing, verifying or inspecting compliance with the formal duty to submit the RIF, the copy of the previous year's Income Tax return (ISLR) or any other document that is already in the possession of the tax administration.

On her social networks, Maniglia said that “we are starting to take the first steps”, and explained that this measure seeks to eliminate unnecessary barriers in tax formalization processes and avoid unjustified charges or sanctions.

The initiative is part of a comprehensive digital transformation plan aimed at reducing bureaucracy, eliminating manual processes and reducing spending on stationery.

He stressed that the tax authority, SENIAT, is auditing and reviewing current regulatory frameworks to achieve a more efficient interconnection between the different agencies and the actors of the national economic system.

“We seek to avoid the unnecessary printing of documents whose status we already know and handle in our systems. This will not only simplify activities that today are cumbersome for citizens and businesses, but it will also generate significant resource savings,” he said.

Maniglia also emphasized that these actions respond to the guidelines drawn by the president in charge of the Republic, Delcy Rodríguez, aimed at consolidating a more efficient and expeditious State.
