In a new attempt to resume
the path of peace in Venezuela, during the year 2020, President Nicolás
Maduro issued invitations to dialogue addressed to various sectors of the
opposition, seeking to overcome sanctions and internal conflicts. These calls were part of a strategy to establish a new cycle of negotiations in the context of the country's political and economic crisis.
The attempts at dialogue
took place in the midst of a climate of high polarization and
international tensions, seeking an environment that would allow us to overcome episodes such as:
sanctions, blockades and foreign intervention that would promote political
peace, economic and social recovery and national stability.
During the Covid-19 pandemic, from the Caracas
Polyhedron, at a press conference with the leadership of the United
Socialist Party of Venezuela (PSUV), the then first vice-president of the organization,
Diosdado Cabello Rondón, announced that the Venezuelan government was willing to
maintain dialogue with the Venezuelan opposition with the mediation of the Nordic authorities. “The people of Norway have been insisting on the
topic of dialogue and the Venezuelan Head of State has been very emphatic: Every time
we are summoned to speak, always on the path of peace,
we will meet with anyone,” he said. And despite this, the opposition was responsible for
organizing the failed Operation Gideon.
Persistent in seeking national tranquility, in 2021, President Nicolás Maduro reiterated calls for dialogue with the opposition and international sectors, promoting the new National Assembly (AN), installed in January as the main forum to overcome the political and economic crisis and sanctions. In the framework of the regional elections that year, the search for peace and economic stabilization deepened, and the Venezuelan government maintained its position of promoting national understanding and working together, despite persistent political tensions .
Then, in 2022, President Maduro intensified calls for debate with various sectors of the
opposition and the international community. Efforts focused on overcoming
sanctions, political recognition and the search for social and economic agreements,
resuming dialogue in November, this time in Mexico, after a long
stalemate in the agreements reached in Norway. The main focus
of this restart was the signing of a partial agreement focused on social matters,
seeking to unlock frozen funds abroad. That year closed with an
attempt at political normalization that sought to move from confrontation to continuous negotiation.
For 2023, the
Venezuelan president made constant calls for dialogue with
opposition sectors, seeking understanding. These attempts sought political peace and
economic recovery, framed in a context of more than 20 years of negotiations.
This time, the Venezuelan government reached out to the opposition
to overcome specific problems, promoting
development and peace.
That year was part of a period
of repeated attempts at negotiation, with the participation of the Barbadian government,
which focused on electoral promises and disqualifications. The
need for a nationalized dialogue without foreign interference, seeking
unity and social progress, was emphasized. In addition, the panorama included calls for
neutrality and for the creation of spaces for conversation to rebuild the social
fabric in the face of polarization.
With the desire to reach agreements, in 2024 the AN set up negotiating tables to reform the electoral system, proposing the creation of a new organic code. After July 28, President Maduro called for a major national dialogue with the objective of turning the page on conflicts and ensuring economic and political stability. Despite the tests, the year closed with the perception of various sectors of the need to achieve concrete negotiations, following electoral tensions.
During the year 2025, the
Venezuelan government maintained constant calls for dialogue, both at the national level with
the opposition after the July elections, and at the international level with the United States.
In November, a phone call between Maduro and Donald
Trump was confirmed, which was seen as a diplomatic breakthrough to address issues of
sovereignty and cooperation. As we can see, the government has reiterated that political debate is the
only path to union and peace.
