The Judiciary, in the voice of its president Caryslia Rodríguez, expressed its rejection of “the serious and reckless threat against the Bolivarian Republic of Venezuela, issued by the President of the United States, Donald Trump, on the night of December 16, 2025, according to which he assumes that the oil, land and mining wealth of our country are his property and must be handed over to him immediately, for which reason, he intends to impose a alleged naval military blockade”.

Rodríguez urged “to join efforts to return and maintain ethical and legal values as instruments of peace, sovereignty and equality among the peoples of the world.”

Below is the full text of the statement:

The Supreme Court of Justice, on behalf of the Judiciary, categorically rejects and repudiates the serious and reckless threat against the Bolivarian Republic of Venezuela, issued by the President of the United States, Donald Trump, on the night of December 16, 2025, according to which it assumes that Venezuela's oil, land and mining wealth are its property and must be immediately surrendered to it, for which reason, it intends to impose an alleged naval military blockade.

This action constitutes, without a doubt, an attack on sovereignty, and a new, aberrant and flagrant violation of our Constitution, the laws of the Republic and International Law, specifically Article 2 of the Charter of the United Nations; Article 1 of the International Covenant on Civil and Political Rights; Article 2 and 4 of the Geneva Convention on the High Seas, Resolution 1803 (XVII) of the General Assembly entitled “Permanent Sovereignty over Natural Resources; Resolution 2625 (XXV) of the General Assembly referring to the “Declaration Relating to the Principles of International Law relating to Friendly Relations and Cooperation between States, as well as framing the cases of aggression contained in Article 3 of Resolution 3314 (XXIX) of the United Nations General Assembly; all of which not only generates international responsibility on the part of the offending State, but also shocks the conscience of humanity as a whole.

That is why today we denounce and call for united efforts to return and maintain ethical and legal values as instruments of peace, sovereignty and equality among the peoples of the world.

In addition, the Supreme Court of Justice, in exercise of the national and international legal framework that protects the Bolivarian Republic of Venezuela, supports the ratification of sovereignty over its natural wealth, as well as its right to free navigation and free trade, and therefore expresses its solidarity with other National Public Powers and especially with Constitutional President Nicolás Maduro Moros, Head of the Venezuelan State, in carrying out all necessary legal actions and mechanisms that allow the protection of our beloved Homeland.

The Judiciary joins the people of Venezuela, in defense of the territorial integrity, Sovereignty and Independence of our country. Today we raise our voices, to reaffirm our commitment to life and our right to walk freely on the path of Peace.
