The statements of the President of the United States, Donald Trump, about imposing a naval blockade on Venezuela were rejected by members of Congress and experts in international law of the North American nation, who warned that the proposal constitutes an act of aggression and violates fundamental norms of international law.

Ryan Goodman, law professor at New York University and former advisor to the Department of Defense, stated that a naval blockade amounts to an act of war and meets the definition of aggression established by resolution 3.314 of the United Nations General Assembly.

Congressman Joaquín Castro also questioned the statements of the President of the United States, pointing out that they were made without the authorization of Parliament. He reported that the House of Representatives will debate a resolution to order the cessation of any hostile action against Venezuela.

Castro indicated that the plenary assembly must decide if it supports measures that could lead to a new conflict. Legislators and experts agreed that ordering a “total blockade” of ships linked to Venezuela would violate the Charter of the United Nations and could constitute a crime of aggression.
