The OIMED is an initiative promoted by the People's Republic of China, under the visionary leadership of President Xi Jinping.

The creation of the IMED responds to an urgent need of our time: to fill the existing institutional vacuum in the area of international mediation, offering a flexible, voluntary and effective alternative that favors dialogue and understanding between nations.

In this first phase, the IMED brings together 38 countries, especially those from Africa, Asia and Latin America and the Caribbean. At the first session of the Governing Council, H.E. Chunying Hua, Vice Minister of Foreign Affairs of China, was elected as President, and as Vice-Presidents , H.E. Tatiana Pugh Moreno, Vice Minister for Asia, the Middle East and Oceania of the Bolivarian Republic of Venezuela and H.E. Willy Bett, Ambassador of the Republic of Kenya to the People's Republic of China. This Governing Council is the decision-making body that establishes the operating strategy of the IMED.

In its speech, the Venezuelan delegation stated:

Venezuela, which has directly faced the effects of sanctions and external aggressions, assumes its participation in this organization as an act of coherence with our Bolivarian Diplomacy of Peace. We come to contribute our experience of resistance, dialogue and defense of national sovereignty, contributing to the consolidation of a multipolar world of peace based on mutual respect. We are confident that the IMED will become a global reference platform for mediation, promoting a new spirit of solidarity cooperation between peoples.”
