On August 30, 1821, two months after the triumph of the Battle of Carabobo, the Liberator Simon Bolivar entered the city of Maracaibo for the first time.

Coming from the port of Moporo, he entered the Maracucha shores at night, the same day that the Constitution of Gran Colombia, which emerged from the Congress of Angostura in 1819, was proclaimed.

Under the rain of flowers, patriotic sentiment, dancing, military parades, mass and other activities, the Liberator was welcomed by the town of Maracaibo on August 31.

Bolívar decides together with General Rafael Urdaneta's proposal to unite political, administrative and military authority. On September 16, he ordered the creation of a special military jurisdiction that includes Coro, Trujillo, Mérida and Maracaibo as headquarters, all under the command of Urdaneta.
