1999 National Constituent Assembly: Bolivarian Project that gave power to the People

It is 26 years since the installation of the first National Constituent Assembly (ANC), a process convened in 1999 to begin in Venezuela the construction of a new democratic model characterized by the leading participation of the people.

The call for the installation of this body, through a referendum, was the first decree signed by the Leader of the Bolivarian Revolution, Hugo Chávez, as President of the Republic, who was elected on December 6, 1998.

The objective of this ANC was to draft a new Magna Carta, with the participation of the people to adapt it to the new times and with the focus of the Bolivarian project of independence and justice.

In this way, Venezuelans were asked if they agreed to start a constituent process, a proposal accepted on April 25, 1999, with the approval of 87.75% of the people.

On August 3, 1999, the first National Constituent Assembly was installed in the Aula Magna of the Central University of Venezuela (UCV), which served as a stage for political debate for the drafting of the new Constitution.

The new fundamental text was approved on December 15 of that year, by 71.78% of Venezuelans and came into force on December 30
