Out of the desire to strengthen the traditional ties of friendship between the two countries, on October 30, 2000, the revolutionary commanders Fidel Castro and Hugo Chávez signed in the Venezuelan capital the Comprehensive Agreement for Venezuela-Cuba Cooperation, which in 25 years has achieved important achievements for the peoples of the two countries, in economic and social matters.

The document was signed with the awareness of their common interests in promoting and encouraging the progress of their respective economies and the reciprocal advantages that result from cooperation that has effective results in the economic and social advancement of the respective countries and the integration of Latin America and the Caribbean.

The document highlights the special provision that the Republic of Cuba offers free medical, specialist and technical health services to the Bolivarian Republic of Venezuela to provide services in places where such personnel are not available.

Cuban medical specialists and technicians in the provision of their services in the Bolivarian Republic of Venezuela offer free training to Venezuelan personnel of various levels that the authorities request.

The Miracle Mission has been an example of commitment to the health of the Venezuelan people and to the countries that have received appropriate medical care.
