On Sunday, August 30, 1992, from Yare prison, journalist José Vicente Rangel interviewed Commander Hugo Chávez, which was censored by the government of Carlos Andrés Pérez.

For the execution of this interview, a Handycam video camera was introduced to the venue, with which it worked for several hours at night to avoid being discovered. On that occasion, during the recording, the president warned of what would happen years later, pointing out the existence of a general incandescence that encompassed the people and the Armed Forces (now the Bolivarian National Armed Forces).

Mentioning February 4, he explained that although the domination schemes could not be broken, if the new bases that would make it possible to place what was called the Simon Bolivar National Project on the Venezuelan political agenda were clearly fractured.

He highlighted the cry of Venezuelan men and women who aspired to strengthen their own culture, rescuing historical traditions and values, stressing that the People and the Armed Forces represent fertile ground for the process of change and integral development required by Venezuelan society.
