AN approved in the first discussion the Draft Organic Law on Socioeconomic Rights

The National Assembly (AN) approved, in the first discussion, the Draft Organic Law on Socioeconomic Rights, after verifying the organic nature of the proposal pursuant to Article 104 of the Internal Regulations and Debates.

Deputy Ramón Lobo presented the Bill and stressed that the legal instrument aims to adapt the protection of socio-economic rights to the current conditions of the country and replaces the Decree with the rank of Organic Law on Fair Prices, approved in 2015.

Lobo recalled that the president in charge, Delcy Rodríguez, included this initiative among the three laws recently submitted to Parliament. He indicated that the proposal is based on articles 114 and 117 of the Constitution, which establish guarantees for access to goods and services under adequate conditions.

Lobo mentioned the episodes of smuggling, induced scarcity and speculation recorded in 2015, events that motivated the creation of the current legal framework. He added that the new scheme is aimed at regulating economic activity, ensuring access to essential products and safeguarding the income of the workforce.

The deputy reported that the project provides for the creation of the Superintendency for the Protection of Socioeconomic Rights, mechanisms for consultation between the State and the productive sectors for fixing prices and the establishment of commissions for consumers and users to monitor priority assets.

He clarified that the proposal does not require producing or marketing below costs, but rather seeks to guarantee the sustainability of the production process. The instrument consists of 92 articles distributed in five chapters, in addition to general provisions on duties, rights and guarantees.

The first vice-president of Parliament, Pedro Infante, announced that the text will be sent to the Standing Committee on Economy, Finance and National Development to prepare the report that will be presented in the second discussion.
