The secretary of the Bolivarian Alliance for the Peoples of Our America - Peoples' Trade Agreement (ALBA-TCP), Jorge Arreaza, specified the reasons why the countries of the regional coalition should be part of the BRICS bloc.

Arreaza pointed out that “the entry into the BRICS of a member State of ALBA-TCP, in our opinion, would constitute a significant contribution, both for the Bolivarian Alliance and for the BRICS (...) it would be a win-win relationship.”

In this regard, the Secretary General listed the contributions that ALBA-TCP countries could give to the BRICS.

  1. Alba was created before the BRICS, almost 20 years ago, as part of the promotion of the multipolar world, based on values similar to those of the great alternative bloc, such as respect for sovereignty, solidarity, cooperation and economic complementarity.

  2. The Alba-TCP was built on a real, tangible alternative that placed the human being at the center of its dynamics and the economy as a way to guarantee social rights and the happiness of peoples. This is demonstrated by Alba's social policies in literacy, health (Barrio Adentro, training of doctors, Misión Milagro), attention to concrete projects with a social impact.

  3. Petrocaribe is and will be the noblest expression of Alba and of Commander Hugo Chávez's solidarity, to make energy an instrument of cooperation and shared development and not of domination and profit.

  4. The Banco del Alba is a true instrument of solidarity development, which has made it possible to undertake social, productive and infrastructure projects, according to the priorities of each country and without conditions.

  5. Sucre as an exchange currency between the Alba-TCP countries was relevant and demonstrated that it is possible to build its own financial mechanisms. Today, the Sucre is under review for its reactivation in the light of new times and technologies.

  6. Alba proposed mechanisms of fair trade and joint, complementary and non-competitive production processes, such as Grand National Companies, in opposition to the domination of transnational corporations by capitalism. The proposed Peoples' Trade Agreement (TCP) breaks with the neoliberal schemes of asymmetric and annexationist trade.

  7. Today, the Bolivarian Alliance is making progress in an innovative design of its own Economic Zone (Ecoalba), based on the complementary potentialities and sectors of the economies of its member countries.

  8. The new Alba-TCP Cooperation Agency will seek the financing of social infrastructure projects and productive chains, by raising funds, both from member countries and from allied actors of the international system in formation.

  9. Through the new phase of Agroalba, member countries and other guests from the Global South will share food production processes for the reproduction of life and not for capital.

  10. In terms of communication, the Bolivarian Alliance has developed powerful alternative media such as Telesur and is making progress in coordinating social networks and communication media to offer readings from the Global South.

  11. In the cultural sphere, the Alba-TCP forms a diverse, multicultural and multiethnic pole, which vindicates the indigenous and African roots of its peoples in resistance and with undeniable rights to reparation. Their own artistic expressions are shared within the Alliance, to advance a true union of peoples in their diversity.

  12. Organizations and social movements articulate their struggles and flags in the Alba-TCP Council of Social Movements, with the objective of influencing the shaping of the multipolar world from the grassroots, raising the diverse and haughty voice of the peoples of the Global South. Its proposals and actions are an integral and formal part of the Bolivarian Alliance for the Peoples of Our America.

“These are some of the characteristics that make the incorporation of Alba-TCP countries a great contribution to the consolidation and institutional development of the BRICS,” concluded Arreaza.
