Members of the different organizations, legal professionals, judicial and human rights workers, who had the task of observing and monitoring the electoral process in the Bolivarian Republic of Venezuela on July 28, published a joint preliminary report certifying the total transparency, effectiveness and inviolability of the Venezuelan electoral system.
The same report states that the process was carried out under conditions of absolute normality, guaranteeing all citizens the exercise of their constitutional right to cast the vote. “The day went without major inconveniences, in an organized manner and in peace,” he says.
The report was published on the website of the Argentine Association of Jurists, as well as on different social networks.
Based on the information collected by the members of this group, it is concluded that: “The prevailing climate in the Voting Centers and their surroundings was one of complete calm, tranquility, order, peace and harmony; the people who participated in the electoral process exercised their right to vote in a universal, free, informed, secret way, without any coercion and under conditions of equality, with no relevant incidents to report”.
The international oversight system is comprised of more than 180 international guests and observer missions, including members of the Carter Center (USA) and the United Nations (UN), 600 national observers and more than 800 international electoral companions.
To issue this report, the signatory observers carried out direct observation at the Voting Centers and adjacent areas; random interviews with the people who make up the electoral bodies and the voters present in the Voting Centers. As well as monitoring of incidents that could impair the free exercise of the right to active suffrage, peace and public tranquility.
In addition, they studied, analyzed and evaluated electoral legislation and regulations from the perspective of Public International Law and the Venezuelan constitutional block; they observed compliance with electoral legislation and regulations by the Public Power, organizations for political purposes and the media.
“We salute the officials and authorities of the National Electoral Council (CNE) for fully complying with this important event, guaranteeing the transparency and legality of the Venezuelan voting system,” he says.
In the same way, they congratulated Plan República for impeccably conducting citizen security and the custody of electoral material without acts or major events to regret during its development.
He also informed that this document will be completed with data, analysis and images, of the entire electoral process that took place on July 28, 2024.
This report counteracts the Carter Center issued in which it stated that “Venezuela did not meet international standards of electoral integrity, in any of its relevant stages and has violated numerous precepts of its own national legislation.”
The voting system in Venezuela is fully automated and can be audited in all its phases. In terms of technology, it supports 16 types of audits in its different components.
