The vice-president of the Community Councils and Communes of the United Socialist Party of Venezuela (PSUV), Jorge Arreaza, said that the Second National Popular Consultation 2024, which will take place this Sunday, “is an example of how Venezuelan democracy differs from other representative democratic processes, which are processes co-opted and hijacked by the power of corporations and transnational companies.”

During a speech on the radio program “En Clave Comunal”, broadcast by Radio Nacional de Venezuela (RNV), Arreaza recalled that all Venezuelans over 15 years of age are invited to participate.

“We will go to the electoral centers located in each commune. In most cases, there will be only one polling place per commune, although in some cases there may be two. There we will find the list of projects that, as neighbors, we discuss and select in community meetings on specific agendas for action,” she said.

He explained that “these projects represent potential solutions to problems affecting the community. From six to seven projects, we will choose one. This election is an order for the revolutionary Government of President Maduro. It means that the Government will allocate resources directly to popular power to solve this problem and move towards its solution,” he said.

Arreaza commented that the mayors, as well as the governors and governors, together with the institutions of the central government, will be present “to accompany, facilitate, advise and complement so that the solution, the total project, is carried out, but it depends on the popular power in the assembly,” he stressed.

He celebrated that “in no country in the world does the central Government consult the People about their problems in order to provide them with support in their solution. Following the legacy of Commander Hugo Chávez, resources are destined for the people, and it is the people who must have the power to transform their own reality. Only the people save the people! : the conscious, organized people,” he said.

He explained that in this second popular consultation, water projects, education projects, electricity projects, road projects are proposed. “These are projects prioritized by the People in their territory, according to their own criteria and needs,” he said.

He confirmed what the President of the Republic, Nicolás Madur, had already announced, that a consultation will be held every three months. “Each time, we will refine the mechanism and there will be more resources. The communal assembly will be better prepared and empowered to make the best decisions. It is a process that has just begun and that is exemplary and unique in the world,” he said.

Arreaza said that, “without a doubt, Venezuelan popular power is at the center of the construction of a new model of true, participatory, real democracy, towards communal self-government.”
