The Minister of Popular Power for Internal Relations, Justice and Peace, Diosdado Cabello Rondón, stressed that it was Commander Hugo Chávez, who gave a radical turn to the concept of citizen security and the role of the country's police forces, since in the Fourth Republic, security agencies were used by the then rulers, to take care of property, not the Venezuelan people.

“Today, security agencies have to be in charge of our people,” he emphasized.

The statement was made by Cabello during his speech at the event led by the President of the Republic, Nicolás Maduro, leading the delivery of means and supplies to strengthen the Bolivarian National Police (PNB), the Bolivarian National Guard GNB, the Fire Department and Civil Protection.

He reiterated that in the Fourth Republic, property was taken care of, human beings were not cared for, “that was the concept they had of the police, that's why it was the repression of February 27 and 28, the police, the Army and the Armed Forces came out to defend property, instead of caring for our people.”
