1. The Coordinating Bureau of the Non-Aligned Movement (MNOAL), in reaffirming the content of its Communiqué of September 19, 2025 and the Special Declaration of October 16, 2025, expresses its deep concern about the continuing escalation of tensions in the Caribbean region, in light of the increasing accumulation of extraregional military forces in the region, which now includes, in addition to nuclear-capable assets, the presence of the world's largest aircraft carrier, the USS Gerald R. Ford.

2. The Coordinating Bureau of the Movement of Non-Aligned Countries (MNOAL), in this context, once again warns that any further deterioration of the prevailing situation on the ground, even as a result of a direct armed attack against the Bolivarian Republic of Venezuela or any other member of the region, risks having an overflow effect on the entire Latin American and Caribbean region, which, therefore, must be avoided at all costs.

3. The Coordinating Bureau of the Non-Aligned Movement (MNOAL) calls on extraregional powers to act with maximum restraint, to avoid provocative statements, as well as aggressive and inflammatory rhetoric, and to cease any hostile action and to desist once and for all from their irresponsible and reckless behavior, including carrying out air strikes against small fishing vessels in the Caribbean, and now also in the Pacific, and , instead, resort to dialogue, diplomacy and multilateral mechanisms as the only sustainable ways to address, through peaceful and cooperative means, any issue of common interest or concern.

4. The Coordinating Bureau of the Non-Aligned Movement (MNOAL) expresses its firm support for all efforts aimed both at preserving the Latin American and Caribbean region as a Nuclear-Weapon-Free Zone, under the Treaty of Tlatelolco (1967), and at maintaining its proclamation as a “Zone of Peace”, as established by the Community of Latin American and Caribbean States (CELAC), in 2014.

5. The Coordinating Bureau of the Non-Aligned Movement (MNOAL) reiterates its firm commitment to the sovereign equality, territorial integrity and political independence of all States, and stresses that threats of use of force, intimidation or coercive interference in the internal affairs of States are contrary to the letter and spirit of the Charter of the United Nations, while stressing that military solutions are not an option for resolve any differences that may exist between members of the international community and that, therefore, extraregional military assets must be withdrawn, in the interest of peace, security and stability, both regional and international.
