Under the premise of deepening the role of the fishing people in the refounding of the State, the fishing and aquaculture sector of the entire country, the grassroots meetings began that will lead to the consolidation of a great Movement of Movements.
This process constitutes a historic milestone that seeks to grant constitutional status to “Blue Venezuela”.
The call not only seeks a technical review of the laws that govern the activity, from the Laws of Popular Power to the Fisheries and Aquaculture Act, but is also proposed as a mechanism for political and social self-organization.
The fundamental objective is to transcend the current administrative structure of the Councils of the Popular Power of Fishermen and Fishermen, Aquaculturists and Aquaculturists (CONPPA).
In this regard, with the objective of raising specific proposals to advance the legal formalization of the organizational structures of the Union of Councils of Fishermen, Aquaculturists and Aquaculturists (UNCONPPA) of the Girardot municipality in the state of Cojedes, the fishing and aquaculture sector turned to a day of constituent debate in which representatives of 20 fishing councils from this town participated.
During the assembly held in the Jabillal sector, in the parish of El Baúl, the fishermen discussed the advances achieved by the sector, stressing the need for greater legal formality to consolidate its strategic role in the country's food sovereignty, with concrete proposals to legally protect the UNCONPPA, as well as to increase its impact on national public policies.
The activity was led by David Román, deputy director of the Ministry of the People's Power of Fisheries and Aquaculture (MINPESCA) in the entity, with the technical and legal support of officials from Insoesca and Fonesca.
“We want this new organization to have all the legal character it requires as an organized structure, ensuring that the fisherman is the protagonist of the social and economic development of our region,” Román said during the day.
He specified that, with this constituent, they seek to consolidate the sector as a solid block, for the design of public policies that favor the communities where they carry out their economic activity.
The meeting culminated in the election of the spokespersons for the new structure that will hold the reins of the UNCONPPA in the Girardot municipality, as an exercise in participatory and leading democracy.
