USA: Court of Appeals authorizes Donald Trump to deploy troops in Portland

This Tuesday, it became known that an appeals court in the United States (USA) overturned a court order that prevented the deployment of the National Guard in Portland, which represented a triumph for the Donald Trump administration in its intention to increase the military presence in cities under Democratic control.
After obtaining two votes in favor and one against, the Ninth Circuit court ruled in favor of the Department of Justice and suspended Judge Karin Immergut's order, which prevented the deployment of soldiers.
“At this preliminary stage, we conclude that it is likely that the president legitimately exercised his statutory authority authorizing the federalization of the National Guard when the president cannot, with regular forces, execute the laws of the United States,” said the panel composed of three magistrates, as quoted by Telesur.
The US president ordered last month that Portland be militarized, after arguing that it was “a devastated war zone” and was “besieged by the attacks of Antifa and other domestic terrorists.”
However, in early October, federal judge Karin Immergut blocked the action on the grounds that the episodes of violence in the city did not appear to be part of an organized attempt to overthrow the government, that the protests did not imply a “danger of rebellion” and that the “regular security force” could handle the situation.
