The National Assembly (AN) approved, this Tuesday, in the first discussion, and unanimously, the Bill on the Tax and Royalty System of the Capital District.

The bill was presented by the member of the Permanent Committee on Economy, Finance and National Development, deputy Isbelia Malavé, who stressed that the regulations will increase the capital's own revenues, for the maintenance of public services.

The parliamentarian emphasized that the purpose of the draft legal regulations is to regulate the creation, organization, collection, control, oversight, inspection, verification, safeguarding and administration of tax stamp branches. In addition, it will regulate taxes and royalties for activities related to non-metallic minerals, not reserved to the National Power.

In addition, according to a press release from the parliament, Isbelia Malavé highlighted that the above-mentioned instrument also regulates the sustainable use of non-metallic minerals, as well as the expected rates whose competence corresponds to the Capital District.

He indicated that the instrument creates an organizational system to generate the collection of taxes and royalties generated from the exploitation of non-metallic minerals.

Article 13, he said, establishes the powers for the Capital District Government to support and finance the projects presented by the communal councils and communes.

The bill was submitted to the parliamentary body for the purpose of preparing the corresponding final report for its second discussion in the Plenary of the National Parliament.
