IPC fines UCV dean of Law for damages to the University City

Through the social network Instagram, the Institute of Cultural Heritage (IPC) reported that it fined the dean of the Faculty of Legal and Political Sciences of the aforementioned university, Juan Apitz Barbera, for carrying out an unauthorized intervention in the building of the Faculty of Humanities and Education, attached to the Central University of Venezuela (UCV).

The IPC indicated that the dean installed two air conditioners in the southeastern corner of the building, an action that caused damage to the architectural heritage.

In this regard, he pointed out that according to administrative order number 017-2024, the fine was established at 9,000 bolivars, the maximum sanction under the Law on the Protection and Defense of Cultural Heritage.

In addition, he noted that it requires the restoration of the affected area within two months, with an estimated cost of 500 dollars.

He noted that the process for compensation for damages will be supervised by the UCV Preservation and Development Council (COPRED) and the IPC. In turn, he specified that the replacement of the architectural element will be subject to the presentation of a project, which must contain historical, aesthetic, and evaluative references to the context or building in which it is located, as well as a description of the construction component, assessment of the deterioration, diagnosis and proposal for restorative intervention.

He recalled that any intervention in the University City of Caracas, declared an Asset of Cultural Interest and Monument of the Nation, must have the prior approval of the COPRED and the authorization of the IPC.
