Minister Jiménez: Faced with US technological domination, China's proposal promotes a multipolar world

The Minister of Popular Power for Science and Technology, Gabriela Jiménez, gave a keynote address entitled “Global Governance of Artificial Intelligence”, in which she highlighted the advances and challenges in the country and how new technological tools are being developed on a global scale.

In the Conference Room of the Polyhedron of Caracas, within the framework of the Venezuelan International Telecommunications Fair (FITELVEN 2025), Jiménez emphasized the policy of technological domination imposed by the United States, evidenced in the Artificial Intelligence Plan presented by the Donald Trump administration last July.

Faced with the plan of domination of the United States, Jiménez pointed out that the alternative proposal of the People's Republic of China is being presented, which aims at a multipolar world, based on principles of security, justice and human rights.

“This body guides, monitors and guides the countries that join this call on what should be done in the field of AI. Venezuela is the first country in America to convene and participate in this call and in the next 15 days we have to attend the working tables for the final document again,” he explained.

The minister emphasized that the United States “wants to consolidate and concentrate developments and patents. Today we know what the concentration of technological patents means for a country that has more than a thousand unilateral coercive measures, which means buying servers, technological infrastructure, equipment, computers, and I'm not going to tell you what it means for Venezuela to buy equipment and cards that are blocked.”

He also mentioned that among the principles of this Global Governance, he mentioned risk review, intellectual property protection and reducing algorithm biases.

China's proposal is to share university spaces and industries to close gaps, instances of shared governance and continuous dialogue,” he stressed.

He recalled that in July, in Shanghai, the World Conference on Artificial Intelligence (WAIC) 2025 was held.
