National Public Administration entities will transfer 70% of their revenues to community funds

The Bolivarian Government decreed that the bodies and entities of the National Public Administration will transfer 70% of the resources they receive as parafiscal contributions, contributions, fees, commissions, surcharges and public prices to the Decentralized Service for the Special Human Quality Fund.

The decision is established in the decree published in the Extraordinary Official Gazette number 6,917 in its article 2 dated June 25, 2025.

The decree states that the objective of the Human City Special Fund is to channel resources for infrastructure and community development projects across the country, managed by the Everything Is Possible Corporation to develop works in localities, in accordance with the needs reported by communal organizations.

It is also established that in the case of public tariffs and prices whose amounts received or collected do not fully correspond to the National Public Administration, the transfer ordered in this article will be executed only on the liquid quantities that correspond to the National Public Administration.

As for the remaining 30% of the resources, it specifies that they will continue to be administered by the bodies and entities of the National Public Administration referred to in the table attached to this Decree, in accordance with the respective legal bases.

On the other hand, article number 4 establishes the obligation to comply with this decree. “The provisions of this Decree shall be mandatory and immediate compliance by the bodies and entities of the National Public Administration listed in its annex, safeguarding their operational continuity and administrative management.”

The Minister of People's Power of the Office of the Presidency and Monitoring of Government Management will be responsible for the promotion and supervision of compliance with the provisions of this Decree.

A total of 13 public institutions are required to transfer 70% of the revenues they collect from their activities to the Special Human City Fund, according to the regulations indicated in each case by the decree, which include:

National Telecommunications Commission (CONATEL)

National Fund for Science, Technology and Innovation (FONACIT)

National Anti-Drug Fund (FONA)

National Sports Institute (IND)

National Institute for Tourism Promotion and Training (INATUR)

Export Promotion Agency

National Institute of Civil Aeronautics (INAC)

National Institute of Aquatic Spaces (INEA)

National Fund for Firefighters and Civilian Emergency Management (FONBE)

National Autonomous Cinematography Center (CNAC)

Film Promotion and Financing Fund (FONPROCINE)

National Institute of Water and Aquatic Services (INASA)
