Rander Peña: ALBA countries promote a multilateral world to be on equal terms

The Executive Secretary of the Bolivarian Alliance for the Peoples of Our America-Peoples' Trade Agreement (ALBA-TCP), Rander Peña, stressed that the member countries of this alliance “believe in a multilateral framework where different countries can meet on an equal basis, to avoid imbalances, avoid injustices, but the multilateral framework, the multilateral scenario must work, the countries must make it serve”.

In the program A Pulso broadcast by Venezolana de Televisión (VTV), he argued that the collapse or breakdown of the multilateral system is intended to be generated by countries that see their hegemonic interests impacted and affected.

In this regard, he stressed that it can be seen today, “that there is an imperialism in decline”.

He said that “when that imperialism has lost its privileges and space on the geopolitical board, it begins to do some things that in a fair gaming system it would not have done”.

He also said that “there is undoubtedly a resurgence of fascism. What we thought was defeated during the second half of the 20th century, they had a break, they regroup and today they intend to re-emerge with new methods.”

Peña quoted the Italian, Nicos Poulantzas, who says that “fascism is nothing other than the state of exception of decadent imperialism.”

He said that today it is clearly evident in Latin America, with actors such as Javier Milei in Argentina, Daniel Noboa in Ecuador, such as Nayik Bukele in El Salvador, with his completely fascist attitude, practicing necropolitics, “they believe that they have the divine right to see who lives and how someone lives”.

In this sense, he exemplified necropolitics with Bukele's actions in El Salvador, it constitutes a violation of his country's territorial sovereignty, specifically, by accepting the extraterritorialization of a U.S. prison in Salvadoran territory, and locking up migrants without being tried or convicted of any crime. “Both his own people and those of the United States will eventually hold him to account,” he added.

On the other hand, regarding the Alliance's agenda, Peña specified that “two virtuous projects are being carried out in this new phase comparable to even PETROCARIBE, which are AGROALBA and ALBA AZUL”.

He explained that there are two great human demands, which are the energy issue and the agri-food issue: “What AGROALBA and ALBA AZUL promotes, seeks precisely is to make available all the resources that we have, land, water resources, activities and production of different types of items in order to guarantee the security and food sovereignty of our countries.”

In this regard, he pointed out that this initiative had a good time at the AGROALBA Expo, an activity that brought together all the countries of the said organization in Caracas, where “enormous and good conclusions, signatures and memorandums of understanding were reached between different countries of the Alliance”.
