The spokeswoman for the Ministry of Foreign Affairs of the Russian Federation, Mará Zakharova, at a press conference held this Thursday stated that the Secretariat of the United Nations (UN) has no authority to declare the resumption of sanctioning resolutions.
According to the spokeswoman for the Russian Foreign Ministry, the UN Secretariat hastily published on its website the notice of the reactivation of resolutions against Iran, despite the fact that the Security Council has not taken any decision to grant the Secretariat the power to issue opinions on matters that fall under the exclusive competence of the Security Council (UNSC).
He also recalled that the United Kingdom, Germany and France tried to activate the mechanism for resuming sanctions (snapback), but this action has no legal basis and they have no capacity to implement it, given that they themselves have constantly violated the resolutions, including their commitments within the nuclear agreement reached, officially called the Joint Comprehensive Plan of Action (JCPOA or PIAC).
