The State Duma of the Russian Federation urged parliaments around the world to strongly condemn the growing military presence of the United States in the southern Caribbean Sea, off the coast of Venezuela, describing the maneuver as a provocation contrary to international law and a direct threat to regional stability, the Telesur website reported.

In a draft declaration submitted by the International Affairs Committee of the Russian Parliament, legislators expressed the day before their rejection of Washington's military operations, which are justified under the pretext of the fight against drug trafficking, and warned that such actions dangerously increase tension in Latin America and the Caribbean.

“The State Duma of the Russian Federal Assembly asks the parliaments of UN member countries, international parliamentary organizations and the international community to condemn the increase in the military presence of the United States near the territorial waters of Venezuela,” the text states.

The document stresses that Washington's acts of provocation and aggression are incompatible with the norms of the United Nations Charter and violate the principle of sovereignty that governs international relations.

Russian deputies called on the United States to “refrain from any military escalation” and to contribute to a cooperative and peaceful solution to the challenges of drug trafficking and cross-border crime through dialogue and honest compliance with international agreements.

“The international community must immediately condemn the threats of the use of force against Venezuela and advocate for maintaining Latin America and the Caribbean as a zone of peace, stability and cooperation,” the text emphasizes.

The Duma also expressed its support for the Venezuelan leadership and recognized the efforts of the Bolivarian Government to defend its sovereignty and independence in the face of foreign threats.

“The deputies of the State Duma express their strong support and solidarity with the leadership of Venezuela in the defense of its national sovereignty and highlight the importance of the country's independent and stable development,” the project concludes.

The president of the International Affairs Committee, Leonid Slutski, confirmed to the press that the document will be debated in the plenary session on November 11, given the growing tension off the Venezuelan coast.

Since August, US President Donald Trump has ordered the deployment of three warships with 4,000 soldiers in the Caribbean Sea, off the Venezuelan coast, on the grounds of “combating drug trafficking”.

The operation comes after recent statements by the U.S. Attorney General , Pamela Bondi, who accused Venezuelan President Nicolás Maduro of drug trafficking without evidence and offered $50 million for information leading to his capture.

From Caracas, the Government described the accusations as “false and absurd”, and denounced that Washington uses this narrative to justify an attempt at aggression and appropriation of Venezuelan energy resources.

“The United States seeks to steal oil and gas from our country,” warned Vice President Delcy Rodríguez, while the Executive mobilized militiamen and border defense units in the face of any attempt at military incursion.

The Venezuelan Government also requested support from the UN Secretary General, António Guterres, and reiterated its commitment to peace and the self-determination of Peoples, within the framework of the Proclamation of Latin America and the Caribbean as a Zone of Peace, signed by the countries of the region in 2014.
