Venezuela achieved the inclusion of people with disabilities in the MONDIACULT 2025 declaration

At the 3rd World Conference on Cultural Policies and Sustainable Development (MONDIACULT 2025), held in Barcelona, Spain, Venezuela submitted to the international community a proposal aimed at recognizing the negative effects of sanctions on culture and at protecting heritage and cultural rights against Unilateral Coercive Measures, as well as the inclusion of people with disabilities as protectors of the sector.

This proposal was approved by consensus and attached to the main text, in point number 8, related to Artificial Intelligence and Culture, in which people with disabilities were explicitly included as one of the priority groups to be protected in the development of cultural policies involving the use of emerging technologies.

“I support an approach to AI in the cultural sector that strengthens human agency through education, research and innovation, that is transparent and protects the human right to participate in cultural life, including for indigenous peoples, local communities, people of African descent, people with disabilities, minorities and vulnerable groups,” said Ernesto Villegas, minister of popular power.

With its active participation in MONDIACULT 2025, Venezuela confirms its commitment to the defense of culture as a fundamental human right, and to denounce those external measures that violate the cultural sovereignty of peoples.
