Venezuela presents a document to the ICJ that ratifies its sovereignty over Guiana Essequiba

The Executive Vice President of the Bolivarian Republic of Venezuela, Delcy Rodríguez, announced on Monday the delivery of a new document to the International Court of Justice (ICJ), which expands, with additional evidence, the historical truth and the official position of the South American nation regarding its sovereign right over Guiana Essequiba.

In an official statement, read by Rodríguez for the Venezuelan People through the media, Venezuela confirmed that the only instrument for resolving the territorial dispute with the Cooperative Republic of Guyana is the Geneva Agreement.

In addition, the Bolivarian Government reiterated that, despite the delivery of this document, it does not recognize the jurisdiction of the ICC or any ruling that may arise from the Court on the case.

Below is the full text of the document:

The Bolivarian Republic of Venezuela announces the delivery to the International Court of Justice (ICJ), today, of a new document that expands, with additional evidence, the historical truth and the official position in relation to its sovereign right over Guiana Essequiba.

Venezuela has demonstrated, once again, the solid legal and factual reasons for its irrevocable historical position of not submitting to third parties (including the International Court of Justice) issues related to its vital interests, such as its independence and territorial integrity.

This document has ratified the mandate of the Venezuelan people, emanating from the referendum of December 3, 2023, not to recognize the International Court of Justice, or any other judicial body, to resolve this territorial dispute. Consequently, we do not recognize, under any circumstances, the fraudulent judicial process initiated by Guyana, nor will we abide by any judgment issued in this matter.

For this reason, the delivery of this document does not imply Venezuela's consent or recognition of the Court's jurisdiction in the territorial dispute over Guiana Essequiba, nor of any decision it may take on this matter.

The document presented has undoubtedly proven the collusion between the British Empire of the time and the United States of America to ignore the historical titles of Venezuela and to try to strip it of this territory that has belonged to it since its birth, in one of the founding milestones of the Monroe Doctrine in the American continent.

In addition, it was fully demonstrated in this document that the Geneva Agreement of 1966 is the only legal document that obliges Venezuela
and Guyana to resolve the territorial dispute, through a practical, satisfactory and acceptable settlement, for both parties.

The Geneva Agreement buried forever the dispute over the criminal arbitration award of 1899, turning an unjust and illegitimate relationship product of colonialism into one in line with international anti-colonialist law. It was within this framework, a product of decolonization processes, that the Geneva Agreement emerged. In addition, this Agreement's recognition of an unresolved territorial dispute, which can only be done through peaceful negotiation and with acceptable results for both Venezuela and Guyana, is expressed.

It is worth noting and remembering that the British Empire artificially manufactured a conflict over a portion of the uncontroversial Venezuelan territory to try to dispossess it due to its immense mineral and bionatural wealth. One hundred and twenty-five years later, Guyana reissues this colonialist action to try to obtain, through a fraudulent legal dispute, ownership over the territory, in clear violation and ignorance of the obligations clearly established in the Geneva Agreement.

The Cooperative Republic of Guyana has an inescapable obligation to fulfill its international duties and to sit down and negotiate in good faith, peacefully and diplomatically with Venezuela, without resorting to military threats or the use of force, using extraregional powers to reissue the structural coercion exercised for centuries against Venezuela, with the interest of appropriating the natural resources of the controversial territory.

Consequently, the only possible solution within the framework of international law is found in the Geneva Agreement, and it consists of achieving a practical and satisfactory settlement for both parties to the territorial dispute, which is incompatible and exclusive with respect to a judicial decision.

The Bolivarian Republic of Venezuela ratifies its full commitment to the fundamental principles of the Charter of the United Nations, including its absolute and inalienable adherence to the Geneva Agreement.

The Venezuelan people, in national union and faithful to the legacy of our liberators, will defend their legitimate rights to Guiana Essequiba at all times and in every place.
