IDENNA held a training workshop “Surrogate Family: An Act of Love”

“The family is a factor of Social Sovereignty and therefore it is a factor of stability for the Republic, it is a factor of stability for the country, it is a factor of stability for society,” said this Friday, November 14, the president of the Autonomous Institute for the Rights of Children and Adolescents (IDENNA), Soraida Ramírez Osorio, to welcome the training workshop “Surrogate Family: An Act of Love”.

From the headquarters of the Vice Ministry of the Supreme Social Happiness of the People, in Caracas, he stressed that if all girls, boys and adolescents are in a safe space, such as the family, it is possible to reduce the risk that this sector of the population is in a situation of vulnerability.

Ramírez Osorio specified that the workshop, which was held simultaneously in person and videoconference, was attended by IDENNA managers, directors and coordinators from all 24 states of the country, as well as workers from the National Council for People with Disabilities (CONAPDIS) and the José Gregorio Hernández Mission Foundation.

He also highlighted that the activity is part of the Plan +Love, Together We Can, Together We Are Family, which IDENNA has been promoting for approximately three (3) months. He added that working on the issues of “foster family, family placement, adoption, is a key tool for also working on what is social responsibility”.

In this regard, he urged participants to multiply information from the space in which they are located, whether CONAPDIS, IDENNA or the José Gregorio Hernández Mission Foundation, to continue raising awareness so that all children and adolescents have access to safe and loving spaces.

The training workshop was given by clinical psychologist Marisela García Guzmán, who explained that a substitute family is one that takes in, by court decision, a child or adolescent permanently or temporarily deprived of their family environment.

He stressed that this is a temporary protection measure contemplated in the Organic Law for the Protection of Children and Adolescents (LOPNNA).

He also noted that this measure arises when staying in the family of origin is not possible or beneficial for the child or adolescent. The placement of a substitute family is temporary, with a duration of 6 months, and can be extended until it is determined that it is unfeasible or impossible to locate the parents or to re-establish links between the family of origin and the children.

The specialist emphasized that family placement in the foster family program aims to guarantee the constitutional right of children and adolescents to grow and live in the family of origin, as well as the deinstitutionalization of protected children with a measure of family placement in care institutions, avoiding their long stay in it.

He recalled that the surrogate family and adoption processes are different. The first is a temporary measure, where the legal bond is temporary and has the objective of reintegrating the boy, girl and adolescent with their biological family.

On the other hand, adoption is a definitive measure, where the legal bond is permanent and the objective is to provide a durable and stable home.

He stressed that both processes are free and can be developed through IDENNA, with the guidance of a specialized team.

After the presentation, space was opened for questions and exchange of knowledge between participants and IDENNA professionals with expertise in the field.
