The North Korean leader, Kim Jong-un, sent a New Year's letter to the President of the Russian Federation, Vladimir Putin, in which he pledged to further solidify military cooperation between the two countries. “The Russian army and people will defeat neo-Nazism and achieve a great victory,” he said.

According to the state news agency KCNA, the North Korean leader expressed “warm greetings and best wishes to the brotherly Russian people and to all the service personnel of the courageous Russian Army.”

Kim reiterated his willingness to strengthen the strategic partnership between North Korea and Russia, with the goal of building strong nations and promoting “peace and prosperity of peoples.”

In November 2023, North Korea and Russia ratified their strategic partnership treaty, which includes a mutual defense clause. The clause states that in the event of an armed attack against one of the parties, the other will provide immediate military assistance and other support.

Meanwhile, Ukraine and some of its allies have reported that North Korea has deployed approximately 11,000 soldiers in Russia, some of whom have been integrated into Russian troops fighting Volodimir Zeleski's Army in the Kursk region, bordering Ukraine and partially occupied by Kiev forces since August.
