On August 21, 2005, Commander Hugo Chávez and Commander Fidel Castro, from Pinar del Rio, Cuba, signed the Sandino Commitment, which proposes the intervention of 6 million Latin Americans and Caribbean people with visual problems over a period of 10 years, corresponding to Venezuela the figure of 3 million interventions.

With this commitment, both leaders sought to strengthen solidarity with the people of America and promote the integral development of nations.

Thanks to this project, thousands of people have been treated free of charge. With this commitment, the New Training Program for Latin American Physicians and the Barrio Adentro Mission were also created in the same way. This seeks to train young medical professionals, with the mission of integrating into communities to heal the people.

The Barrio Adentro Mission is one of those that has had the most impact on the Venezuelan people. Currently in Venezuela we enjoy the presence of thousands of Cuban doctors throughout the national territory as part of the Cuba-Venezuela Cooperation Agreement.

The Sandino Commitment owes its name to the idea proposed by Castro to call this proposal that in honor of the place where the population located in the province of Pinar del Rio was born, where the program Aló, President number 231, was broadcast.
